General Rules

· The Library and Art Gallery staff’s primary responsibility, in situations of emergency or when the fire alarm sounds, is to ensure the safe evacuation of the R.C. Dahl Centre.

· Take all alarms seriously. Rapid and safe evacuation procedures should be followed for all alarms, whether known to be real or thought to be false.

· Always evacuate people using the closest exit.

· The Fire Warden of the entire R.C. Dahl Centre is considered to the Library staff member on duty at the circulation desk of the Library at the time of the fire or emergency situation.

· The Art Gallery Fire Captain is considered to be the Director/Curator of the Art Gallery or the person in charge of the Art Gallery at the time of the fire or emergency situation.

· The Fire Warden is responsible for initiation of overall evacuation of the entire facility, after which time the Art Gallery Fire Captain and staff are responsible for procedures affecting their sections of the facility.

· Staff at the R.C. Dahl Centre is to follow the direction of the Fire Warden unless informed by the Fire Warden to disregard possible alarms due to detector maintenance.

What to Do in Case of an Emergency

The Fire Warden shall:

Ø Activate fire alarm pull station to alert all staff and clients throughout the building.
Ø Call or have someone else call 911.
Ø Call or have someone else call City Hall.
Ø Call or have someone else call Chinook Regional Library Headquarters.
Ø Evacuate everyone from the building, assigning staff to help as needed.
Ø Assign a responsible non-staff adult to assist with evacuation of patrons.
Ø Take Library staff roll call sheet.
Ø Make sure the facility door is closed after the building is evacuated.
Ø Wait at designated “meeting place” by the building until Fire Department/Emergency Response team arrives.
Ø Conduct a roll call of Library staff.
Ø Brief the Fire Department/Emergency Response team upon arrival.

Other Library Staff shall:

Ø Evacuate different areas of the building as directed by the Fire Warden; this includes non-fiction, children’s fiction, computer, staff room, librarian’s office, and washrooms.
Ø Assist anyone with a disability.
Ø Direct patrons to leave by the nearest exit and go to the meeting place.
Ø Exit the building themselves when all patrons have exited.
Ø Proceed to the meeting place in the field east of R.C. Dahl Centre, near Shrine Hut, providing directions to patrons as needed.
· Never attempt to return to the building to retrieve personal belongings or valuables. Do not allow anyone else to do so either.
· Building keys, floor plan diagrams, and other necessary devices should be kept in an agreed upon location readily accessible by all staff.
· The City Librarian shall ensure that training/re-training be provided to staff every two years, or as needed, to ensure that they know:
o evacuation procedures for people with disabilities
o how to use fire protection equipment such as portable fire extinguishers and fire hoses
o how to silence the fire alarm system when necessary
· Fire drills/emergency evacuations shall be organized by the City Librarian and held at least twice each year, once in spring and once in fall, to ensure that all staff members are knowledgeable about proper procedures.
· The City Librarian shall ensure that work areas are routinely checked for fire hazards. Those found should be corrected immediately.

Art Gallery Captain shall:

Ø Evacuate different areas of the gallery, including its offices, storage rooms, loading dock, and conference room when such is booked by the Art Gallery.
Ø Assist anyone with a disability.
Ø Direct Patrons to leave by the nearest exit and go to the meeting place.
Ø Exit the building themselves when all patrons have exited.
Ø Proceed to the meeting place in the field east of R.C. Dahl Centre, near Shrine Hut, providing directions to patrons as needed.
Ø Report to the Fire Warden regarding evacuation of their area.

Equipment

Maintenance of Equipment:

o Smoke alarms shall be tested monthly by the caretaker/ maintenance department. (WHO IS RESPONSIBLE?)
o Fire extinguishers shall be inspected monthly to ensure they have not been tampered with. (WHO IS RESPONSIBLE?)
o Fire alarms shall be tested annually by Melhoff Electric. (WHO IS RESPONSIBLE?)
o Batteries for the emergency lighting shall be tested annually (unplug for two hours).

Service Equipment:

o Water heaters, boilers, and other similar equipment in the R.C. Dahl Centre shall be serviced annually by qualified personnel. (WHO INITIALIZES?)
